aivopod-app Plan 10, K07 follow-up from the two-machine trial.

• apcmd instance import: Caddy, API and Worker run again after any failure of the import, also when ops gives no answer at all (before, only a refusal with an answer restarted them)
• test: ops killed without output → ops.no-answer, services up again
• D014 note; deno task check: 93 passed; 0.9.0-rc.2
