Final release 0.9.0 (Plan 10, moving an instance), requested by the user. Stacked on #143.

  • package.json 0.9.0 → latest/ (bundle, frontend) and npm latest move to 0.9.0
  • MIGRATION_NOTES.md: 0.9.0 summary for those coming from 0.8.0 (no variables, no migration; needs apcmd 0.9.0 for instance export|import)
  • SPEC part J: release row

apcmd 0.9.0 is released alongside; the teachers' CLI stays 0.8.0 (unchanged in Plan 10).
